Summary

The 11.2.3.3 – Security Staff (C3) – Screening Air Carrier Mail and Materials, In-flight Supplies and Airport Supplies training provides participants with the knowledge and skills required to perform security screening of air carrier mail and materials, in-flight supplies and airport supplies.

The course covers the applicable legal requirements, current threats to civil aviation, prohibited articles and the methods by which such articles may be concealed. Participants learn how to apply the appropriate screening methods while taking into account the capabilities and limitations of the security equipment used.

Particular attention is also given to responsibilities within the secure supply chain, the appropriate response to the detection of suspicious or prohibited articles and the relevant emergency procedures.

Target Audience

This training is intended for personnel who are or will be responsible for screening:

• Air carrier mail
• Air carrier materials
• In-flight supplies
• Airport supplies
• Personnel of air carriers, suppliers or other entities responsible for these security controls
• Security personnel operating screening equipment or assessing screening results

Objectives

Upon completion of the training, participants will be able to:

• Recognise previous acts of unlawful interference with civil aviation, terrorist acts and current threats
• Understand the relevant legal and regulatory requirements
• Recognise elements contributing to a robust and resilient security culture, including insider threat and radicalisation
• Explain the objectives and organisation of aviation security
• Understand the obligations and responsibilities of persons implementing security controls within the supply chain
• Identify prohibited articles
• Respond appropriately to the detection of prohibited or suspicious articles
• Recognise methods by which prohibited articles may be concealed
• Understand and apply relevant emergency response procedures
• Understand the capabilities and limitations of the screening methods and security equipment used
• Where required by the designated task, apply hand-search techniques and correctly operate screening equipment
• Where required, correctly interpret images produced by security equipment
• Understand relevant transportation requirements

Additional information

The training concludes with an examination in accordance with the applicable training and certification requirements.

Compliant with EU Regulation 2015/1998, point 11.2.3.3 and based on the applicable provisions of the Belgian National Civil Aviation Security Training Programme (NCASTP).
