Aviation Security – Security staff (11.2.3.2- C2) – Screening of cargo and mail (theory)

Summary

The 11.2.3.2 – Security Staff (C2) – Screening of Cargo and Mail (Theory) training provides participants with the theoretical knowledge required to perform security screening of air cargo and mail.

The course covers the applicable legal requirements, current threats to civil aviation, the security of the air cargo supply chain, prohibited articles and the methods by which such articles may be concealed. Participants also acquire knowledge of the different screening methods, their capabilities and limitations, and the appropriate procedures to follow when suspicious or prohibited articles are detected.

Particular attention is given to the protection of cargo and mail against unauthorised interference, emergency procedures and the responsibilities of personnel implementing security controls within the secure supply chain.

Target Audience

This training is intended for personnel who are or will be responsible for carrying out security screening of air cargo and mail, including:

• Cargo security screeners
• Personnel of regulated agents carrying out screening activities
• Security personnel inspecting cargo and mail consignments
• Personnel operating screening equipment or assessing screening results
• Personnel responsible for security controls within the secure air cargo supply chain

Objectives

Upon completion of the training, participants will be able to:

• Recognise previous acts of unlawful interference with civil aviation, terrorist acts and current threatsLegal and regulatory framework
• Understand the relevant legal and regulatory requirements applicable to air cargo and mail
• Explain the objectives and organisation of aviation security
• Understand the responsibilities of personnel implementing security controls within the secure supply chain
• Identify prohibited articles
• Respond appropriately to the detection of prohibited or suspicious articles
• Recognise methods by which prohibited articles may be concealed
• Understand the capabilities and limitations of the screening methods and security equipment used
• Distinguish between screening methods appropriate for different types of cargo and mail
• Apply the relevant emergency response procedures
• Understand the protection requirements applicable to screened cargo and mail
• Understand the relevant transportation and security requirements

Additional information

The training concludes with an examination in accordance with the applicable training and certification requirements.

Compliant with EU Regulation 2015/1998, point 11.2.3.2 and based on the applicable provisions of the Belgian National Civil Aviation Security Training Programme (NCASTP).
