Security Incident Reporting and Investigation (SIRAI)

Summary

The Security Incident Reporting and Investigation (SIRAI) training equips aviation professionals with the knowledge and skills required to effectively report, analyse and follow up aviation security incidents.

As aviation security threats evolve and regulatory oversight increases, Member States and organisations must ensure that security occurrences are properly reported, investigated and followed up as part of the Member State's Safety and Security Programmes, and of the organisation's management system(s).

This training provides a structured understanding of the regulatory framework, reporting processes and investigation techniques required to manage security incidents effectively.

The course is aligned with ICAO Annex 17 – Security Management, ICAO Annex 19 – Safety Managmeent, and EU specific regulation on the reporting, analysis and follow-up of occurences, including the recent introduction of aviation security occurrence reporting requirements under EU legislation.

Through practical exercises, case studies, open discussions and expert guidance, participants learn how to improve reporting quality, conduct structured investigations and root cause analysis, determine appropriate actions, and strengthen overall organisational learning from security incidents.

Target Audience

This training is designed for professionals responsible for reporting, analysing or overseeing aviation security occurrences within EU Member States and aviation organisations.

• Security Programme Owners, Managers and Developers
• SMS and SeMS Owners, Managers and Developers

• Internal or external auditors involved in security oversight

Participants generally hold responsibility, authority or decision-making roles in security occurrence handling and investigation processes within aviation organisations such as aerodromes, airlines, ground handlers, aviation security service providers or national investigation bodies.

Additional information

Although EU aviation security legislation does not currently prescribe a specific training course for the reporting and investigation of aviation security incidents, organizations are required to ensure that personnel involved in these processes are competent to perform their duties effectively.

This training enables organizations to:

Following the publication of Commission Regulation (EU) 2026/247, amending Regulation (EC) No 300/2008, it is expected that Security Incident Reporting and Investigation (SIRAI) training will become, at least in part, a mandatory requirement.

Training format: Classroom training with interactive exercises and case studies.
The training is delivered by experienced aviation safety and aviation security professionals with extensive expertise in regulatory compliance and incident investigation.
