Security Incident Reporting and Investigation (SIRAI)

Summary

The Security Incident Reporting and Investigation (SIRAI) training provides aviation professionals with the knowledge and skills required to effectively report, analyse, investigate and follow up aviation security incidents.

Participants learn how to apply regulatory requirements, conduct structured investigations and root cause analysis, gather evidence, determine corrective and preventive actions, and apply Just Culture principles. Through practical exercises and case studies, the training helps organisations improve reporting quality, strengthen organisational learning and manage security risks more effectively.

Target Audience

This training is intended for professionals responsible for reporting, investigating, analysing or overseeing aviation security occurrences, including:

• Safety, security, compliance and quality managers
• Occurrence reporting and investigation officers
• Security programme, SMS and SeMS managers
• Safety and security coordinators
• Risk management professionals
• Internal and external auditors involved in security oversight

The training is relevant to airports, airlines, ground handlers, aviation security service providers, competent authorities and other aviation organisations.

Objectives

By the end of the training, participants will be able to:

• Understand the regulatory framework for aviation security occurrence reporting and investigation
• Identify and classify aviation security incidents and occurrences
• Apply structured reporting and investigation methods
• Gather and assess relevant evidence
• Identify root causes and contributing factors
• Determine appropriate corrective and preventive actions
• Apply Just Culture principles to occurrence reporting and investigation
• Distinguish between aviation safety and security requirements
• Contribute to regulatory compliance, organisational learning and security risk management

Additional information

The course concludes with an examination; a minimum score of 80% is required.

EU aviation security legislation requires organisations to ensure that personnel involved in security occurrence reporting and investigation are competent to perform their duties, although no specific SIRAI training course is currently prescribed.

The training supports organisations in demonstrating competence during audits and inspections and strengthening the quality and consistency of incident reporting and investigation.

The course is aligned with relevant ICAO and EU requirements, including ICAO Annex 17, ICAO Annex 19 and EU requirements for occurrence reporting, analysis and follow-up.

Following Commission Regulation (EU) 2026/247 amending Regulation (EC) No 300/2008, SIRAI training is expected to become, at least in part, a mandatory requirement.
